Benton-Franklin Health District’s Board of Health is a unified governing body representing both Benton and Franklin Counties that promotes the betterment of public health; supervises all matters pertaining to the preservation of the life and health of the community; promotes uniform health policy; and makes possible through invitation of active participation to all agencies interested in public health.


As required by state law under Revised Code of Washington (RCW) 70.46.060, the Board of Health assures public health protection by:     

  • Enforcing through the local health officer or the district administrator the public health statutes of the state and the rules and regulations adopted by the state board of health and the secretary of the state department of health.
  • Supervising the maintenance of all health and sanitary measures for the protection of the public health within its jurisdiction.
  • Enacting such local rules and regulations as are necessary in order to preserve, promote and improve the public health and provide for the enforcement thereof.
  • Providing for the control and prevention of any dangerous, contagious or infectious disease within the jurisdictions of the local health district.
  • Establishing fee schedules for issuing or renewing licenses or permits or for such other services as are authorized by law and the rules and regulations of the state board of health.
  • Secure financial support needed to maintain necessary public health services.
